Oars is the Special Zombie of the Thriller Bark Pirates, the zombie number 900. his shadow belongs to Luffy and his body is from a legendary demon of the Country of Ice. According to the legend, Oars was the leader from a country to which the arrested criminals of the world were sent. Chopper discovered that Oars died frozen for walking naked in the Country of Ice. At first, Oars behaved like Luffy, he changed the course of Thriller Bark with the intention to start his adventure to become the Pirate King, but with time he fell under Moria's control. With his help, he acquired the ability to stretch even without having the power of the Gomu Gomu no Mi. Both faced the Straw Hats and they were defeating them one by one, until the arrival of Nightmare Luffy that ended up defeating them.

Oars III, also called "Little Oars Jr.", is a descendant form the Oars from Thriller Bark. He is one of the captains of the New World who attended Shirohige in his war against the Marine HQ to avoid the public execution of Ace.
Oars is very attached to Ace, when they met he gave him a bamboo hat for protection from the sun. In a suicidal attempt to rescue Ace, Doflamingo cutted his leg and Moriah pierced him with an attack making him fell completely dejected.
Octoppako is an octopus gyojin that Hatchan tried to conquer during the adventure of his ministory. Octoppako is a vain person who doesn't have any interest in the innoncent Hatchan, reason why she tries to use him for her own interests.
Odacchi is nick of the author of One Piece, Eiichiro Oda. This character was created as tribute for short "The dream soccer king!" that was released with the third movie. From the chapter mark as introduction, he also appear hidden in the manga as a fetiche character (same as Pandaman).

Oimo one of the two giants that guard the gates of Enies Lobby, the one with the club. He always says his name as a word play for agreement (Oi-mo). He joined with Kashii and worked for the Government for 50 years only because they thought the leaders of their clan were being held captive in prison. Oimo and Kashii were promised that by serving the government, they would be released. Their leaders were none other than Dorry and Brogy, whom the Straw Hats had met in Little Garden. When Usopp realized this, he told the two the real truth and how he had met them. Angered at being deceived for 50 years, Oimo and Kashii switched sides and swore vengeance upon the Government and Marine that had kept them in the dark for so long.

The former Queen of Ryuuguu Kingdom. Otohime is a goldfish ningyo. Known for her struggle to promote the friendship of his people with the humans, Otohime collected signatures for years so Gyojin Island could be represented at the Levely. She even helped Mjosgard, a Tenryuubito who wrecked to Gyojin Island. Thanks to this event, Otohime encouraged to accompany the Tenryuubito to the surface to deal with the World Nobles, with which she achieved a recommendation letter. This event caused the increase of the number of signatures, raising the hopes of the island. However, one day someone set fire to the basket that contained the signatures, when Otohime arrived at the scene, someone shot her ending with her life. A human pirate was acused of the murder, but later it was revealed the authorship of Hody Jones. The morale of people fell again, but the three princes took up Otohime's dream continued collecting signatures.
Outlook is Sabo's father, one of the nobles of the Goa Kingdom. For years, he tried to prepare his son to marry a princess, but all he get was that Sabo flee from home. His ambition took the family to the point of adopting a second child, Stelly, to take the Sabo's place to marry a princess.
